About Us




Physical infrastructure development is the backbone of a nation’s overall progress. In Nepal, the construction sector—second only to agriculture—generates the largest number of employment opportunities and contributes nearly 60% to the country’s Gross Domestic Product. Maintaining quality in this sector is therefore both a serious responsibility and a significant challenge.

As the scope of Nepal’s development budget has expanded, opportunities in the construction sector have also increased. While this is a positive development, the task of monitoring and controlling the quality of construction works and materials has remained limited. At present, this responsibility is largely handled by only two government laboratories under the Government of Nepal and a few private laboratories. As a result, over the past five years, the process of ensuring the quality of construction materials and works has often not been completed in a timely manner, which has also affected the pace of physical infrastructure development.

In recent years, the private sector has begun to take a more proactive role by establishing Civil Engineering Laboratories to conduct quality testing of construction materials and works, despite the associated risks. However, to address the challenges faced by this sector and to make the construction quality testing laboratory business more transparent, regulated, organized, and reliable, it has become necessary for privately operated Civil Engineering Laboratories to unite and work collectively.
With this objective in mind, a group of Civil Engineering Laboratory company operators registered a non-profit social organization on 23 Kartik 2081 (Nepali calendar) at the Office of the Company Registrar, Government of Nepal. In collaboration with the Department of Quality and Metrology, Government of Nepal, we are actively working to develop the necessary legal framework for the registration, licensing, monitoring, control, and regulation of construction quality testing laboratories.
